On 12th November, the Shanghai Chapter of the European Union Chamber of Commerce in China released its Shanghai Position Paper 2025/2026, outlining a clear pathway for the city to optimise its business environment, including by increasing the city’s level of internationalisation.

11月12日，中国欧盟商会上海分会发布《2025/2026上海建议书》，为进一步优化上海营商环境提出清晰路径，其中包括提升城市国际化水平。

The sixth edition of the Shanghai Position Paper offers five key recommendations to local authorities that, if implemented consistently, would boost business confidence among foreign investors.

These include: 

• having a ‘one-Shanghai policy’, which would entail improving intra-district coordination; 

• increasing Shanghai’s overall level of internationalisation; 

• supporting small and medium-sized enterprises’ growth; 

• enhancing Shanghai’s competitiveness in the green transition; and 

• strengthening supply chain resilience in Shanghai and the broader Yangtze River Delta region.

作为第六版《上海建议书》，该报告向地方政府提出了五项主要建议。若这些建议能得到持续有效落实，将有助于提振外资企业对上海的商业信心。

这些建议包括：

• 出台“一个上海政策”，加强各区间协调联动；

• 进一步提升城市整体国际化水平；

• 支持中小企业发展；

• 增强上海在绿色转型中的竞争力；以及

• 加强上海及长三角地区的供应链韧性。
